Every page here is researched individually: which office issues the permit for a parcel, what the state's own code tables publish for that county, how the land is zoned, and what the ground will actually carry. The code does not change at a county line — one edition, statewide, and no county or city has power to amend it. Two numbers do change, and the 2018 NC Residential Code prints both of them county by county: the ultimate design wind speed and the seismic design category. Fifty-one of the hundred counties sit at the code's 115 mph floor, Wake, Mecklenburg and Guilford among them. Ten coastal counties do not have one number at all — they split on a named road or waterway — and twelve mountain counties set it from the first-floor finish elevation of the building itself.

Grouped by region rather than alphabetically, because the first question worth answering is which end of the state you are building in. North Carolina has 100 counties and 552 municipalities, and every one of those municipalities sits inside a county — there are no independent cities here. The building code is the same in all of them: it applies throughout the state by statute, and no county or city has power to amend it, so there is no set of local amendments to go looking for. What differs is who enforces it on your parcel, and that is not settled by the town line. A town's zoning, subdivision rules and building-code enforcement reach one to three miles beyond its limits, by population, into land the town does not tax and whose residents cannot vote in its elections. Rural-looking acreage can be under city rules, and the mailing address will not tell you.
