Turnkey Builds in NC

Turnkey means the project is run as one schedule from raw land to a finished house rather than as a shell and a list of things to sort out later. What it does not mean in North Carolina is one licence covering everything: general contracting, electrical, and plumbing and heating are three separate statutes answering to three separate state boards, and a barndominium touches all of them. So the useful version of this page is not a list of inclusions — it is the sequence, and who is responsible at each point in it.

How a turnkey builds project runs

Four stages, in this order. The sequence matters more than it looks: getting engineering and permitting settled before anything is fabricated is what keeps a build from stalling.

Feasibility before design

The parcel decides the building, not the other way round, so the first work is land work: who has building-rules jurisdiction, what the zoning district allows, and what the ground will take. Under § 143-138(e) municipal building-rules jurisdiction covers the corporate limits and the extraterritorial area established under G.S. 160D-202, and county jurisdiction covers everything else — so rural-looking land can be under a city's rules. Then the soil and septic evaluation, because 15A NCAC 18E classifies a site only as suitable or unsuitable and a single failed parameter ends the discussion on that footprint. Finding this out before the design is drawn is the cheapest hour on the project.

Design and structural engineering

The layout is drawn against the parcel's real constraints — the septic field and its repair area, setbacks, driveway grade, where the water leaves the site — and then the frame is engineered. Section R301.1.2 requires other framing systems to have equivalent detailing for force transfer, continuity and compatible deformations, and R301.1.3 permits engineered design for elements beyond the limits of R301 or whole-building design to the International Building Code. A licensed professional engineer seals that work: § 83A-13(c)(1) exempts a family residence from needing an architect, but § 89C-25 contains no residential exemption from the engineering chapter at all.

The permit package and what it depends on

A permit application is assembled around approvals that have to exist first. 15A NCAC 18E .0201(c) provides that the building permit follows the septic Construction Authorization, so that document is a prerequisite rather than a parallel task. Where land disturbance on the tract exceeds one acre, the erosion and sedimentation control plan must be approved before work begins. At the counter, § 87-14(a) requires proof of licensure or a § 87-1(b) exemption and proof of Workers' Compensation insurance on any undertaking of $40,000 or more, and subsection (a1) adds a designated lien agent under G.S. 44A-11.1(a).

Shell, systems and finish, in inspection order

Site work and foundation, then the frame erected and the envelope closed, then the systems, then finish — with the schedule set by what has to be seen before it is concealed. The wiring is installed by a contractor licensed under § 87-43; the plumbing and the heating system by one licensed under § 87-21, in heating group three for a single-family residence regardless of size. § 160D-1104(c) is worth knowing here: an inspector is prohibited from requiring an affidavit attesting to Residential Code compliance in lieu of actually conducting a required inspection. Insulation, interior finish, the final inspection and the certificate of occupancy close it out.

Who is responsible for what

A turnkey barndominium in NC is one schedule crossing three separate licensing regimes

Buyers reasonably assume that a builder's licence covers the building. In North Carolina it covers one part of it. General contracting sits in Chapter 87, Article 1, under the NC Licensing Board for General Contractors, and § 87-1(a) puts the threshold at $40,000 on the cost of the undertaking — a figure a barndominium is essentially always over. Electrical contracting is Article 4: § 87-43 defines it as engaging or offering to engage in the business of installing, maintaining, altering or repairing electric work, and it is administered by the State Board of Examiners of Electrical Contractors, a different board entirely. Plumbing, heating and fire sprinkler work is Article 2: § 87-21(a)(5) reaches anyone who installs or offers to install plumbing or any of the three heating groups, under the State Board of Examiners of Plumbing, Heating and Fire Sprinkler Contractors — a third board, with two licence classes, Class I for all structures and Class II for plumbing and heating in single-family detached dwellings. One detail from that article is worth knowing before a design is fixed: § 87-21(a)(3) provides that systems installed in single-family residences are included under heating group number three regardless of size, so a barndominium's HVAC is heating group three whatever the tonnage of the equipment a big open volume needs. And the exemptions do not travel between the articles. Where § 87-1(b) grants an exemption — owner-builder, or a farmer building on their own farm land — the statute says "this section shall not apply," and the section is § 87-1. Articles 2 and 4 are untouched by it. An owner-builder in North Carolina may run their own job and still needs licensed people for the wiring and the plumbing.

In North Carolina the city limit is a real boundary, but not the one most people expect. There are no independent cities here — every municipality sits inside one of the 100 counties — and under § 160D-202 a city runs zoning, subdivision and the building code one to three miles beyond its own limits, on a scale set by population, while city taxes and city elections stop at the corporate line. Land that looks entirely rural can be inside that extraterritorial jurisdiction, and the mailing address will not tell you. The code itself is not what changes when you cross the line: the State Building Code applies on both sides and enforcement is mandatory everywhere. What changes is who reviews the drawings, what they charge, how the land is zoned, and the ultimate design wind speed the code publishes for your county. Two parcels twenty miles apart can carry completely different engineering.

What actually decides the price

Square footage is the number everyone leads with, and it is rarely the one that moves a barndominium budget. These four do.

  • Where the shell stops and the dwelling begins

    The gap between a dried-in shell and a certificate of occupancy is most of the project, and North Carolina closes the usual shortcut through it. § 143-138(b5) excludes work costing $40,000 or less from needing a permit — then lists six exceptions, and a shell-to-dwelling finish-out fails at least three of them at once: the addition, repair or replacement of load-bearing structures; the addition or change in the design of plumbing; and the addition, replacement or change in the design of heating, air conditioning or electrical wiring. Reading the $40,000 line as permission to finish a shell quietly is the most expensive misreading in this vertical.

  • How much of the frame the prescriptive code does not reach

    Section R301.1.2 of the North Carolina Residential Code states that its requirements are based on platform and balloon-frame construction, and that other framing systems must have equivalent detailing to ensure force transfer, continuity and compatible deformations. A post-frame or red-iron barndominium is an other framing system. R301.1.3 then permits engineered design for elements exceeding the limits of R301, or whole-building design to the International Building Code. The wider the clear span and the taller the shop bay, the more of the building leaves the span tables — and that engineering is a real line item rather than a formality.

  • What the septic answer turns out to be, and when it arrives

    Since 15A NCAC 18E took effect on 1 January 2024 the site classification is binary. Rule .0509(a) provides that all parameters suitable produces a suitable site and any parameter unsuitable produces an unsuitable site, and .0509(d) bars an Improvement Permit on an unsuitable site — one failed parameter, and the lot fails. There is no statewide minimum lot size for septic; the area is derived from the soil result and then effectively doubled, because .0508(b) makes a site unsuitable if it cannot hold both the initial dispersal field and a repair area. Reclassification routes exist under .0509(b) and .0510, and they are the expensive ones.

  • How many separately permitted systems the design calls for

    A shop bay with a bathroom, a mezzanine apartment or a second kitchen each add a plumbing group and an electrical scope that a licensed contractor in that trade has to design and install. Fee structures vary by jurisdiction and some bundle the trades: Wake County's published permits and inspections fee schedule lists a residential permit fee of $75 plus $0.25 per square foot of gross floor area and states that it includes all trades and the temporary electrical construction pole if needed, with gross floor area measured inside the perimeter of the exterior walls and no deduction for garage — which on a barndominium means the shop bay is inside the fee base.

What does turnkey actually mean on a North Carolina barndominium?
It means the project runs as one schedule and one design intent from raw land to a finished, occupiable house, rather than as a shell delivered to a slab with the rest left to the owner to assemble from separate vendors. Practically, a turnkey barndominium build has six phases: land and feasibility, including the soil and septic evaluation; design and structural engineering; the permit package and the approvals it depends on; site work, foundation and shell erection; the systems, each installed by a contractor licensed in that trade; and interior finish through to the final inspection and certificate of occupancy. What turnkey does not mean in this state is one licence covering all of it. General contracting, electrical, and plumbing and heating are three separate articles of Chapter 87 answering to three separate boards, and a fourth board exists for manufactured-home set-up. Every honest turnkey conversation in North Carolina is therefore a conversation about coordination and sequence rather than about a single all-inclusive number.
Can I buy a shell now and finish it out myself later?
You can build in stages, but the two shortcuts people have in mind both close. The first is the $40,000 permit exclusion in § 143-138(b5). It exempts work costing forty thousand dollars or less in a single family residence, farm building or commercial building — unless the work involves any of six listed things, and the list is what governs. Three of the six describe a finish-out precisely: the addition, repair or replacement of load-bearing structures; the addition or change in the design of plumbing; and the addition, replacement or change in the design of heating, air conditioning or electrical wiring, appliances or equipment. So framing a shell-to-living-space conversion as under $40,000 and therefore unpermitted fails on its face. The second shortcut is building the shell as a farm building and moving in afterwards. § 143-138(b4)(1) defines a farm building as any nonresidential building or structure used for a bona fide farm purpose. The moment it is used as a residence it stops meeting that definition and the exclusion evaporates — but the footing, foundation, framing, rough-in and insulation inspections the Residential Code requires all happen on work that is by then concealed. Verifying them after the fact means opening up finished construction. Staging is fine; staging around the permit is not.
Who does the electrical, plumbing and HVAC on a build like this?
People licensed in those specific trades, under statutes separate from the general contractor law, and it is worth knowing which board is which. Electrical work falls under Chapter 87, Article 4: § 87-43 defines electrical contracting as engaging or offering to engage in the business of installing, maintaining, altering or repairing any electric work, wiring, devices, appliances or equipment, licensed by the State Board of Examiners of Electrical Contractors. Plumbing, heating and fire sprinkler work falls under Article 2: § 87-21(a)(5) reaches anyone who, for valuable consideration, installs or offers to install plumbing or heating in groups one, two or three, or lays out, fabricates or installs fire sprinklers, licensed by the State Board of Examiners of Plumbing, Heating and Fire Sprinkler Contractors in two classes — Class I covering all structures, Class II covering plumbing and heating in single-family detached residential dwellings. Two consequences matter for a barndominium. § 87-21(a)(3) puts systems installed in single-family residences in heating group three regardless of size, so the equipment schedule for a large open volume does not change the licence class needed. And § 87-21(a)(5) deems anyone installing plumbing or heating on property intended for sale or primarily for rental to be in the business without regard to receipt of consideration — which closes the do-it-yourself route on a spec or rental barndominium.
Does a barndominium in North Carolina need an engineer?
Normally yes, and the reason is a pair of code sentences plus one confirmed absence in the statutes. Section R301.1.2 of the North Carolina Residential Code says its requirements are based on platform and balloon-frame construction for light-frame buildings, and that other framing systems must have equivalent detailing to ensure force transfer, continuity and compatible deformations. A post-frame or steel-frame barndominium is an other framing system, and the code's prescriptive tables were not written for it. Section R301.1.3 provides the route: elements exceeding the limits of R301 are designed in accordance with accepted engineering practice, and engineered design to the International Building Code is permitted for buildings within the code's scope. Now the asymmetry nobody publishes. § 83A-13(c)(1) exempts a family residence from the architect requirement outright, so no architect's seal is needed for a house. But § 89C-25, the limitations section of the engineering and land surveying chapter, contains no residential, single-family, square-footage or dollar-value exemption at all — the two subdivisions most likely to have held one were repealed in 2011, and a third in 2014. So you can design a North Carolina house without an architect, and where the structure leaves the prescriptive code there is no residential carve-out letting an unlicensed person do that structural engineering. A licensed professional engineer does it.
What order does everything happen in, and what gates what?
The gate most people miss sits at the front. On a well-and-septic parcel, 15A NCAC 18E .0201(c) provides that upon issuance of the Construction Authorization the applicant may obtain a building permit — so the county health department's septic approval comes before the building permit rather than beside it. The septic sequence itself is three documents: the Improvement Permit, issued after the county evaluates soil and site and classifies it suitable, which fixes design daily flow, bedroom count, setbacks and the location of both the initial field and the repair area; the Construction Authorization, which .0204(c) allows to be issued at the same time as the Improvement Permit where the IP carried no conditions; and later the Operation Permit, which issues only after the installed system is inspected before it is covered with soil. Around that, the working order is: land feasibility and zoning, soil and septic evaluation, structural design and engineering, the erosion and sedimentation control plan if disturbance on the tract exceeds one acre, the building permit application, site work and foundation, shell erection, the licensed trades' rough-in, the code inspections at each concealment stage, insulation and finish, and the final inspection. Two other applications run in parallel rather than in series: the well permit from the same county health department, and the driveway or culvert permit from whoever owns the road.
Can I be my own general contractor on a North Carolina barndominium?
Yes, and North Carolina is unusually explicit about the conditions — which is exactly why it is worth reading before choosing that route. § 87-1(b)(2) exempts an owner building on their own property where the building is intended solely for occupancy by that person and their family, firm or corporation after completion, and where they comply with § 87-14. § 87-14(a)(1) then sets out a verified affidavit the permit applicant must execute: that they own the property; that they will personally superintend and manage all aspects of the construction and will not delegate that duty to any person not licensed under the article; and that they will be personally present for all inspections required by the North Carolina State Building Code — unless the plans for the building were drawn and sealed by an architect licensed under Chapter 83A. Three things follow. The common arrangement where an owner pulls the permit and an unlicensed consultant actually runs the job is a false affidavit, and the affidavit exists to catch it. Personal attendance at every inspection is a real weekday obligation on a rural build. And sealed architect's drawings are the statute's own named relief from that attendance requirement — note the text says architect under Chapter 83A, not engineer. The affidavit is not a formality either: the inspector transmits a copy to the Board, which verifies entitlement, and a bad claim means the permit is revoked under G.S. 160D-1115. One correction worth having: the twelve-month occupancy provision is a rebuttable presumption about intent, not a flat ban on selling, and § 87-1(b)(2) as printed contains no per-year cap and no acreage or square-footage limit.
How do I check out a builder before I sign anything?
Verify rather than trust a badge, and North Carolina makes that easy. The NC Licensing Board for General Contractors runs a public licence search at https://portal.nclbgc.org/Public/Search and there are four things to look at rather than one. The classification: a Residential licence builds to the Residential Code, while a Building classification is what a project needs once a shop, event barn or mixed use steps outside that code — a distinction almost nobody publishes and one that a barndominium can cross. The monetary limitation, which is Limited, Intermediate or Unlimited and caps the value of a single project. The status and the expiry, and here is a checking tip worth keeping: under § 87-10(e) every North Carolina general contractor licence expires on 1 January, so a licence checked in, say, March either was renewed or was not. And the qualifier, the named individual whose examination the licence rests on. Two statutes explain why this matters more than a logo. § 87-14(b) makes it unlawful for a building inspector to issue a permit at $40,000 or more until the applicant has furnished evidence of licensure or a § 87-1(b) exemption, and an inspector who does it anyway commits a Class 3 misdemeanor. And under Brady v. Fulghum, 309 N.C. 580, an unlicensed contractor cannot enforce its own construction contract — which is a fact about the contractor's position, not the owner's.
What has to be produced at the permit counter, beyond the drawings?
More than most first-time owners expect, and the list is statutory rather than local preference. § 87-14(a) applies to any application for construction where the cost is to be forty thousand dollars or more, which a barndominium always is. Under (a)(1) the applicant must furnish satisfactory proof that the applicant, or another person contracting to superintend or manage the construction, is licensed under the article or is exempt under § 87-1(b). Under (a)(2) the applicant must furnish proof of Workers' Compensation insurance as required by Chapter 97 — note that this is a permit requirement carried by the applicant, not a licensing requirement, because North Carolina's general contractor licensing statutes do not themselves require insurance at all. Subsection (a1) adds a designated lien agent under G.S. 44A-11.1(a) at the same $40,000 threshold, with a carve-out for improvements to an existing owner-occupied single-family dwelling and its incidental accessory buildings — a new-build barndominium is not an improvement to an existing dwelling, so the lien agent applies. Then the ancillary approvals: the Construction Authorization for the septic system, which under 18E .0201(c) is what permits the building permit to issue at all, plus the approved erosion and sedimentation control plan where disturbance on the tract exceeds one acre, and floodplain documentation where the parcel is in a mapped special flood hazard area.
